After successfully logging in to my developer itunesconnect account I see the icons/links for apps/books/etc. But clicking on the 'apps' icon doesn't load anything. No 404 or anything, just nothing happens.

We have the same exact issue in the UK. None of the buttons work, we cant manage or publish app updates.
Same in Ukraine, since Saturday. Can't do anything in ITC.
The Apps button has not been working in Russia for 2 days
Same in Spain, the button doesn't work (it seems it has no link associated)
In case any one else has this issue, if you go to https://appstoreconnect.apple.com then it would work, https://itunesconnect.apple.com seem to redirect aswell but some sort of cookie/cache data breaks everything. I hope this helps!

RESOLVED-ISH.
I had this same issue. Links would not work in Chrome, but when I pasted the link into Safari it worked fine.
Apple may want us using their products across the board. Hope this helps!
Same here in Ireland, only link that works is Artist nothing else works.
