Unable to Verify or Deliver in Transporter

I am able to upload the .ipa into Transporter, however when clicking to Verify or to Deliver I get a notice that states

"Verifying or delivering apps requires that certain development tools bundled with Xcode are installed."

However, the .ipa doesn't require Xcode so I'm at a bit of a loss. Has anyone ran into this before? Thanks!

I just encountered this issue.... did you ever find a solution to this?
I did get it to go through, but I have no idea how. I have a macbook pro m1 and periodically try to get my Google File Stream to work (it has yet to), but I was in my privacy permissions and tinkering with them. Then later that evening I tried to use Transporter again and it worked. I don't know if there was just an issue with Transporter that coincidentally resolved the same day or if it was something within the accessibility settings I turned off and on in frustration.

I encountered this issue today for the first time after reseting my mac pro(has intel chip). i installed xcode and reboot the mac. then i was able to get through Transporter upload with no issue. hope this helps.
