I am still facing the issue.. restarting xcode, restarting device, restarting macbook, nothing helped.

I have the exact same problem.
Even after updating macOS, Xcode and iOS (14.3), the problem still persits.

macOS Version 11.1 (Build 20C69)
Xcode 12.3 (17715) (Build 12C33)

Just unplugging the USB connection between Mac and iPhone, then plugging it in again, fixed the issue in my case.
For me, I think it was resolved by cleaning up my network settings (connected only via WiFi and manually configured (static) IPv4, disconnected a seperate ethernet adapter) and trying both a cable connection to the phone and via the network.

I have an answer they may help in this post.

restart you device

restart your device IF FIXED

just need to disable and enable developer mode on the iPhone (this will require a reboot). Checked many times!
