Why is Xcode 12.1 not available from Downloads?

Previously, anytime a new version of Xcode was available, i could download it directly by going to Downloads and then tapping More. Now the newer versions don't show up there.

Does anyone know why this is the case?

Dear Apple Developer department: Xcode downloads from the Downloads web page are useful for handling installs for multiple machines that are not online. It would be much appreciated if Xcode 12.1 and future releases are available from the Downloads web page as soon as released.

It also is handy when your machine has MDM and forces App Store apps to be updated and you don't want IT overwriting the version of Xcode you are using every time a new version comes out.

Please upload a standalone installer for Xcode 12.1!

Xcode 12.1 GM seed is same version as App Store Xcode 12.1 version. Both are versioned as build 12A7403.
