Is PHPickerViewController not affected by Limited Photos Library？
Even if your app is under Limited Photos Library mode, PHPicker will still show the entire photos library (all photos and videos can be selected by the user as well). However, PHAssets you can access will not be extended. If you want to request access to additional PHAssets, you need to use the presentLimitedLibraryPicker(from:) API.
