Can someone elaborate what "Cloud config" means for the new SkipKey "Accessibility"

The docs at https://developer.apple.com/documentation/devicemanagement/skipkeys
state that
Skips the Accessibility pane, only if the Mac is connected to Ethernet and the cloud config is downloaded. Availability: macOS 11+.

The Ethernet requirement makes sense because the Accessibility screen comes before the Wi-Fi setting so the device would not have gotten the Automated Device Enrollment profile, but what does cloud config is downloaded mean?

Does this mean the configuration is pushed by Apple Configurator rather than coming over the air?
I'm not sure if you've seen this behaviour on Apple TV previously but basically when then device is connected to Ethernet when it reaches the Language Chooser it will download the cloud config file in the background from the internet. This how the system knows if it should auto advance or not. If the Accessibility skip key in included in that record but Auto Advance is not when you start manually clicking through the Setup Assistant the Accessibility pane will be skipped. Configurator cannot place a cloud config on a macOS device like it does on iOS/tvOS devices.
