Background refresh not working

Hello,
I am facing a serious problem with my iPhone 12 running iOS 12.4.7
Since two weeks ago, my iPhone suddenly stopped receiving app notification such as WhatsApp, Viber, Messenger,Outlook and other apps !
I don't get messages unless I open the app to discover the new messages received !!
All setings are right, Background refresh is on, notifications as well !
Can you help me please ?

Are you behind a firewall that prevents notifications from reaching your watch and phone?
