Hi, I want to learn how to code an app and I heard Xcode/Swift is a good first go to app. I tried to download it and had some trouble because the App Store said I needed macOS version 10.15.2 or older. However my 2017 Macbook Air won't let me update it and is currently at version 10.13.6. Advice?

As OOPer said before, you need to download the Catalina upgrade from the App Store. This can usually be found on the front page of the App Store or by searching for it.
