macOS toolbar items user customizable?

Hello, are the macOS toolbar items still user customizable?
Do they still have the ability to cmd-drag to change the location of the items and right-click the toolbar to remove toolbar items or add additional, optional, toolbar items that you as the developer have provided?
e.g. with how in Safari you can add the Print, Web Inspector, and iCloud tabs, as well as extension items to the toolbar.

Yes, customization remains an important part of the Mac toolbar experience.
Is there any documentation on how to enable customization in SwiftUI? I've made a simple toolbar, but I'm not able to right-click and see "Customize Toolbar…"
I can't see any way to even attach a .contextMenu to the toolbar. Please provide some clarity on this.
