What's the definition of a user channel?
On macOS, an MDM "user channel" is a separate MDM connection that (for the most part) only configures user-specific options. Think of a user channel as being able to configure the same things a standard (i.e., non-admin) user would be able to configure for only themselves.
Another way to think of it is that user channel processing is all performed as the targeted user, while device channel processing is performed via a privileged user (i.e., root).
On iPadOS (only for shared iPads), the user channel is similar in that it only configures options for one particular user, but there are a lot fewer supported options available for configuring.
