Is enterprise program still necessary to be a MDM vendor

After wwdc2020,Is enterprise program still necessary to be a MDM vendor,or I can apply for ABM to be a MDM vendor?

I have ADP , but I don't know how to own MDM entitlement. I just want to develop MDM server for my company.

You can initiate the request from the "Certificates, Identifiers & Profiles" area in your account on developer.apple.com. This is outlined in this article: https://developer.apple.com/support/certificates/

I reached out to Apple Developer Support about this one, and they confirmed you still need an enterprise account (case number 101123111486). I've applied for a new enterprise account for MDM server development but enrollment verification has been stuck for a week.
