1. My app is making a call to HTTPS only. Should I select Yes or No?
2. Should I send report to the US government if my app available in Germany only (doesn't available in the USA)?

That doesn't seem true. Today, this is right: https://stackoverflow.com/questions/2135081/does-my-application-contain-encryption That is, Apple lists https as an example of encryption.
