I was having this error, Apple Support was no help. (Sad to say). I saw a different thread and went to https://appleid.apple.com/account/home

and clicked on Manage Your ID. My ID was associated with a different email address. It seems the primary email address "should be" (?) associated with the account. (I put a question mark as Apple Support says No however it would only work if I associated both). I am in now.

I've got the same problem now...
my developer program will end in one month and I wanted to re-enable it, but if I sign in to Member Center, I am sent to https://developer.apple.com/register/error/

"You've already agreed to the Apple Developer Agreement. Continue to Member Center or sign out".
I tried to verify my appleID at https://appleid.apple.com/account/home

but verification code wasn't send to my email (yahoo).

Wrote to apple developer support but didn't received any support from them 😟

Please help if somebody knows what to do

I got the same error. Apple support not respond to me, I have sent them two mails and no answer yet 😟 I don´t understand this Apple behavior.
