It seems that Apple is asking if you are using your membership system to charge a fee that might be, in fact, a fee for using the app. You wrote "our content is all free." If it is all free then you could just respond to all of their questions with "No" or "Not applicable" or "this is how a user joins.....it involves no fee"

But....if there is a fee involved in becoming a member then you have a different issue - how do you prove to Apple that that fee is not, in fact, a method of buying the app without using Apple's payment systems?

You may be out of luck. There is a review guideline "thou shalt not unlock features or content in the app using any mechanism other than StoreKit." I may have paraphrased slightly. But the gist is, if there is some mechanism by which you *could* charge for content e.g. when the users sign up on your web page, then that cuts Apple out of its 30% commission. I know, you're the most ethical developer ever and would never do such a thing, but maybe some day you will sell the app to someone who isn't. Apple doesn't allow any mechanism that would enable you to charge to use the app without going through StoreKit (IAP).

You're allowed to require a user to log in, but only to enable account-based features.
