Get your money back, sounds like stolen product or contact the seller to enter their credentials for you so you can make it your own.
The purpose of activation lock is to prevent someone from activating a device the owner did not intend to be activated.
The person who provided it to you needs to disable Find My Phone in iCloud sections of the Settings app, otherwise Apple will not allow the device to be activated.
If they chose the option to "Erase all Content and Settings" before providing the device, which is always a good idea, then they would have been prompted to do this.
