I Keep getting this error if I try to enroll in the developer program, why is this? Please tell me how to fix this of why this is happening!

It may have to do with the date of birth entered in your AppleID personal information.

I had this problem and how i solved it: Apple didn't like that I have address in Russia in apple id & Malaysian mobile phone number. Apple didn't tell me this. So, I just set russian mobile number and proceeded to payment.

I am getting the same error. An apple agent tried to help me for a week but no luck. Next, I was told the issue was escalated, however, days have passed since the last contact. I kept trying in the meantime but still the same error. I am very surprised about this and the way thy try to deal with it.

Me too same issue, currently I am not able to create new apps even free apps.

Same issue here, this is really pain in the ***. Cannot create new in-app subscription for my app. Definitely a showstopper for me.

In my case This error also happen. and after reading this post I have add my other mobile number belong to same address and so error gone
