Catlina is sending unwanted ARP requests periodically when connected to offline router.

I have updated my MacBook from 'mac OS X Mojave' to mac 'OS X Catalina'.

After updating, I have found that, as soon as LAN cable is connected a router without internet (offline router), 'Catalina' starts sending “non required ARP queries” to some MAC address to which it was previously connected and is currently not in the network. The unwanted packet frequency is approx. 6 packets in 8 seconds.

On 'Mojave', there are no such unwanted packets sent by the MacBook when it is connected an offline router.

As shown in the screenshot, the packet number 3831, 3834, 3835, 3837, 3840, 3845 are the unwanted packets sent by MacBook which are not required.

I have attached link of screenshot Wireshark log of 'Catalina' when connected to offline router for reference below.

The link of unwanted ARP packet details can be seen in below image.

Because of these packets, I am unable to complete ‘Homekit protocol compliance’ tests such as bonjour conformance test on 'Catalina'.

Can anybody suggest a process by which these frequent unwanted ARP packets can be stopped in 'Catalina'?

You should file a bug about this and then reference that bug where necessary on the HomeKit side.

Please post your bug number, just for the record.
