Broadcast Air Drop

I have a client that wants to broadcast an airdrop file/image to any available open phones that can receive an image. Is that possible? Can I broadcast an image like that with Air Drop?

No. You could potentially build such an app using peer-to-peer Wi-Fi, but AirDrop itself is always point-to-point.
