13.2 Beta Blank Black Notifications when on Phone call in Light Mode

When in Light Mode I am getting dark mode overlaying notification messages that are unreadable only when on a phone call. It's a blank black notification message. When off the phone I can go to notificatons and the message reads properly again in light mode.
