Will there be a 13.1 GM?

If 13.1 is to be released in two days, should there not be a GM release in advance? It seems odd that after 4 betas they wouldn’t do that "final" test to ensure that a mass rollout succeeds.

I think they came to their senses over 13 & 13.1 being plated at the same time, and 17A577 is doing double duty.
