My user is getting 'App cannot be opened because it's integrity cannot be verified' error in MacOS Catalina, when downloaded from Mac App Store. This issue only happens for Catalina Beta and works fine for the other OS, including latest Mojave 10.14.6.
What is the error complaining about? Couldn't find the exact match online. Is it related to notarization?

You are correct that this is related to notarization. In the 10.14.6 release of macOS, users should be receiving a warning that the application identity cannot be verified by Apple, but users can continue to install and run the software without any special work arounds.
With the 10.15 Beta release of macOS, software that is not notarized will not be able to run on a macOS device by default (there are always exceptions, but a general user wouldnt know how to do this (Control + Right Click -> Open)).
