Safari history

iOS 13 b2. How to clean Safari history? Private window is not working too. It's grayed out. Same on macOS Catalina. https://i.imgur.com/T9bBf3R.jpg

It sounds odd but turn off screen time and it acts normally again. Still trying to figure out what setting in Screen time causes this issue.
