Haven't seen that error for 4 years. As well, it hasn't been called iTunes Connect for some time, so...

Are you the only one on the Developer Program account?

Are you part of a team? What is your Account role, and your App Store Connect role?

What version Xcode are you working with?

I also experienced the same error.

I think that you probably manage multiple accounts.

It is necessary to agree to Apple consent form.

Please visit the App Store Connect once for all accounts.

I solved it with that.

I'm using individual developer account having Account Holder and Admin role but I'm still facing this issue i.e. "You must be an iTunes Connect Admin or Technical user in order to deliver content or metadata. (1070)".
Please help me getting out of that.
