Thanks for the info, you saved my day. I had the same issue, my annotations were shrinking, especially when the width/height ratio was not 1:1 and it was driving me crazy. With 17.4 it is working fine now, I can also confirm. (Previously I was testing on 17.3)
Strange though that I don't see it mentioned at all in the 17.4 Release Notes...
