I have the same problem and yes, the problem continues if you quit/relaunch Safari.Edit: I've just found a temporary solution to this that works: https://stackoverflow.com/a/56873655/2586790

To answer my own question, it could be instantiated in SafariExtensionHandler.swift but outside the SafariExtensionHandler class.

I'd like to do the same thing. Is there an Apple engineer that could answer this for us? I can't find any documentation about this.
