This is a frustratingly incomplete change in Sequoia. I am trying to run Java subprocesses via the MacOS desktop flavor of Emacs and running into Local Network Access restrictions from the Java subprocess. There isn't a user exposed UI to add additional whitelist applications and I assume that the Emacs executable listed in system preferences is correct. I am able to launch the Java subprocess from Terminal and Local Network Access doesn't block network requests by it. Sad when Apple makes it harder for you to use your own devices in ways they have worked for decades previously.
