Same issue since upgrading iPhone 15 Pro to iOs 18.1.1. Unable to import photos to iMac (OS 10.13.6). Have established a temporary workaround by changing the setting in Camera on the iPhone to JPEG, from HEIF. It appears the HEIF metadata produced by Camera since updating to 18.1.1 is corrupt / incompatible.
