I don't use CloudKit, only iCloud Documents. The simulator doesn't show any file in the iCloud Drive Folder, only the free capacity, even after restart of device and complete restart.

I have tested it on an Intel Mini Mac, it was working right, but not on M1.
I deleted my MacBook Air M1, installed all new -> same as before
