I was able to resolve this issue by simply logging out of my App Store Connect and Apple Developer accounts, clearing my browser cache, and logging back in. The Developer Agreement was already accepted from the first attempt but, this time, I was able to accept the additional agreement in the Agreements, Tax, and Banking section of App Store Connect.
