Yeah, I feel like Xcode Cloud has been very unstable for as long as I've used it (about 6 months or so). There has been periods where builds have been passing, but all of a sudden there are tons of problems and I have to rebuild and retry constantly. Mostly I just give up and build on my old Mac instead. To be fair, it's still listed as a beta I think, but it feels more like an alpha..
