I called Apple Developer Program support today and even though it's still not officially supported, they suggested me a workaround: Create a new throwaway Apple ID. Just a regular account, you don't have to buy an Apple Developer Program membership for it. Visit App Store Connect's "People" page, and invite this new Apple ID to your team. From your Apple Developer Account's "Membership" page, click "Transfer Your Account Holder Role", and transfer your developer account to the new Apple ID. Your original Apple ID will now be freed up and able to create a new developer account. Register as an individual. Log into the throwaway Apple ID account and transfer all apps to your other account. Supposedly this would allow you to keep your original Apple ID associated with your apps, while not requiring you to buy a second membership. Note that I have yet to actually try this method. I'll report back after I do.
