I think I got what is going wrong here.Just as spartan1 here, the team I am trying to use is part of the Apple Developer Enterprise Program.As such they don't have access to the Paid Apps agreement.

Hi Eskimo,On my side :1. The developer is a member of multiple teams.Yes, this is true. I own a tem and I am member of another one.2. One of those teams has not signed an agreement.There is no pending agreement on the team I own and the admin of the other team tells me there is none either.3. They are not specifying --asc-provider, and thus are accidentally submitting as this team.I'm trying to submit on the team I'm not admin of. I set the proper team id with --asc-provider4. They are not head honcho on that team, and thus can’t see that there are pending agreements.Indeed

Is anyone from Apple reading this?This issue is now getting critical to me. It has been two weeks since I cannot get anything notarized.Due to this I cannot distribute new versions of my Kernel extension.Bugs reports does not seem to help either, still no answer from Apple about mine.Anyone got luckier here?

Hello eskimo,I have the same issue with error 1048 when running altool to submit for notarization.I filled a bug report (or feedback as it is now called). The number is FB6125603.
