Some, but definitely not all, Siri shortcuts work on iOS 13.2 latest beta and watchOS 6.1 beta.

I normally finish the day with 40% battery left with this newest beta I'm at 15%. Not good.

Replied In Latest tvOS13 Beta 3 Has Issues With Dolby Vision Support

You don't say which app you are using to watch the movie but if it's the TV App try using the iTuines Movie App and see if you have the same issue. I've heard many reports of DoVi issues with the new TV App. Using iTunes Movies is the workaround for that.
