Apple have now replied to my Feedback submission to confirm that the API has changed. Specifying a nil name in addObserver is now a privileged operation, so for practical purposes all applications currently using a nil name will stop receiving notifications when they move to Catalina, and will need to be updated to use a specified name.

I've had Catelina complain a couple of times that a validly signed package was from an "unknown developer", and I had to open it manually from Finder to get it to run. Example: Citrix Workspace App version 19.3.1.25 dmg file.

I have the same problem, Feedback Assistant will not let me create a new issue, which is quite frustrating as I want to report a couple of things.
