I had this exact issue and it was driving me crazy. My plan was to revert back to 13.1.3, but in the attempt it did not let me restore to that version. I just went ahead and finished a restore from backup to 13.2 and now my carplay is normal, sends texts, reads them back, etc.

Same anxiety and same scenario... Sorry I can't help, but at least we know there are others in the same situation. I was using a different account for iTunes/App Store and I thought that could be an issue, but I changed it and still no email or opportunity to add the card. Another hypothesis I had, may be because I am on a Family Account?

There is a workaround people are talking about in reddit and macrumors:1) delete beta profile2) restart Apple watch3) reinstall beta profile4) restart Apple watch5) look for software updateIt has worked for many. I had to do it twice, but it finally worked.

Same here. It happens when checking through the iPhone app and through Settings>General>Software update on the watch itself. I tried removing the beta profile and it fixes the error, but of course it does not find an update either.

Same issue here. It seems to be user specific (Music and Tv work in another account in the same computer). I have tried logging off/on iCloud, changing the Media account to be the same as the App Store account (I had different accouts before), and even reinstalling Catalina. I have also tried deleting some of the com.apple preferences related to Music and Media, but nothing has helped. Music and TV do not work and just hang.
