You don't really need it. It's just for Developing when Xcode is installed on your Mac. Please read this -> Enabling Developer Mode on a Device

Replied In An error occurred installing iOS 16 Developer Beta.

Have you tried to remove the beta profile and using an Restore Image like described -> Apple beta Software Installation
