It turns out that under Pricing and Availability on
App Distribution Methods I had set my app as a Private — Available as a custom app on Apple Business Manager or Apple School Manager
You can not undo this process, so I had to remove the app from app store and upload it again as Public.
There is currently NO OTHER WAY AROUND IT, unfortunately but to resubmit the app as public.

I had the same issue because I am using Xcode-beta so I ran this command on my terminal sudo xcode-select -s /Applications/Xcode-beta.app and it worked
