June 24, 2022: Date of issue reproduction.
There's no place to upload files, but perhaps that's for our protection. At any rate, I have a pcap, memory dump ("spindump"), and diags from Mac over this issue. I was on the phone with three support agents. Nothing we did has resolved the issue involving Xcode's update remaining in a hang state in App Store.
I finally used a workaround in which I went to the web and downloaded the xip from the web (dev portal), asking the final agent on the phone to pass this workaround on to others experiencing the issue. The OS is 12.4 Monterrey. The download link is as follows:

The agents would not collect my log data and pcap, which I gathered during reproduction of the issue. They referred me to this forum. What I can't understand is why no real debugging or analysis was done instead of only referring me to the forum.
I don't really have time to debug Apple's App Store and Xcode. I just need the thing to work as expected and, if it doesn't, get someone on the phone who will do some analysis beyond cursory troubleshooting steps. I understand that some companies run flat to save $$$, but there must be a way to get KB docs out to the customers on Apple's peripheral.

My thumb drive worked fine for the last year, but after upgrading to Catalina, I no longer can develop from the thumb drive. I've gone in with root and ensured permissions are correct on the drive/folder. I can edit, open, and save files but sometimes Word and Excel require a "save as" and overwrite option to the same drive. I can initialize C++ projects with Xcode to the drive, but editing them after initial creation is a hard stop. I now have to develop from desktop only to be able to edit C++ files.
