Okay, now I am able to see the reply button as well as the TextView on Resolution Center. All these things got enabled on 28th December 2019 after the holidays.Hope this helps in future

Facing the same issue , unable to see the Textbox to post reply on Resolution Center. I guess its due to Holiday Season , maybe they have disabled it.
