It just started working for me after I did a hard restart of the watch

I am facing the same issue, I tried through the phone and the watch, both gave the error message. I unpaired the watch and then repaired it, didn't work, did a hard reset on both devices and reset my network connections. Nothing is working.iPhone XS Max and AW 4
