I have similar issues of Numbers (and TextEdit) not launching with the latest Catalina beta. And they seems to be affected by the iCloud issue.You may try to turn off these apps under "System Preference" -> "Apple ID" -> "iCloud Drive (Options...)" and they should be launching now.Hope it helps.
