@rhamblet, If you have XCode installed, I would try starting it up and letting it download and update its libraries. I was getting the same type of behavior in Safari to the point that it wouldn't load pages and would hang constantly. I've been running all day and the system is relatively stable now.

UPDATE: I've done the standard troubleshooting. Killed startup items, running processes. I was seeing a few things about XCode in this update, so I started it out of curiosity. It wanted to install new libraries and extensions on startup. I allowed it to do so. Afterward, having crashed System Preferences while trying to get Alcritty to startup (see my earlier query about third-party apps) I decided to do a cold boot and shutdown the machine completely.Now, I always follow Tech Support Rule #1 and try turning it off and back on again. (did so earlier) So I am wondering if it was the XCode update that updated some libraries. I've been operational now for about 30 minutes, a feat heretofore unrealized. I'll add a further update if the problem continues to be abated throughout the day or not.
