I'm having the same issue, same XCode build. Yesterday I was able to publish a new build using the same XCode version/build with no issues.

Downgrade to version 15.0 (build 15A240d) worked for me (just to clarify: I had to publish a new build, so the build from 15.0.1 is "stuck in the limbo").
