I had this same problem. Couldn't find a solution so I had to force-quit Xcode and re-open. That solved it for me. Seems like a bug of some sort.

It's just the ARM Mac Mini and a power cord. No keyboard or mouse. I think this is standard for a Mac Mini anyway.
