I am experiencing the same issue, I couldn't find the API keys tab under users and access, I have tried this URL - https://appstoreconnect.apple.com/access/api But is redirecting to users page again. Someone please help to find a solution. Its very critical for us because we are in the stage of final release and we couldn't automate the build process due to this issue.

Same from India. Previous build was working fine and I made some minor changes and now the uploaded build is not showing in testflight.
This issue is resolved now, I am able to upload my app successfully to the test flight. (From India)
