I have a similar use case - I'd like to "dial" a URL rather than a phone number - is that possible?
I'd also like tag specific emergency numbers, and then based on the tag display them in a web page or app as buttons to invoke the dial. If they can't be URL's I'd arrange dialing strings to a service that authenticates the caller e.g. 555-555-1212,,,12345,,,12345
