For all that have issues with Java Netbeans-based UI applications (esp. Netbeans, Oracle Data Modeller, etc).
Change "Prefer Tabs" option to Never, and all will work with Big Sur.
Settings -> General -> Prefer tabs: never
Save and restart Netbeans.
