The iOS 18 and iPad 18 both have this issue now, the system files actually not contained that much of storage.
To solve this, you can change your system Time&Date to one year late, I tested this method and is effective.
I change the device to iPhone 15 Pro on Settings-Desktop&Deck, now I can successfully connect with my iPhone 15 Pro, but iPhone 13 with latest iOS 18 beta2 still could not connect.
