I have been having this same issue. I tried everything in the threads that I could see and the thing that eventually worked for me was removing the old WatchOS simulators and only having the most recent simulator for the WatchOS on my MacBook. Not sure if it will work for anyone else, but figured I would post just incase it might help someone.
