I have the same problem for iOS 14. There is no "copy to ...". Have you solved this problem? What do I need to change when I import a file? It's not showing in Documents/Inbox, even there is no Inbox folder been created.

I dug the file directory yesterday. And I found in iOS 14, the imported file will be saved into the "tmp" folder, the same level as the "Documents" folder. Under the "tmp" folder, there is bundleName-Inbox, and you can find the imported file.

iOS 14, sharing files from other apps will be saved to Documents/Inbox. Sharing files from "Files" will be saved to tmp folder.
